Neighborhood Regulations
Kensington Park and Groveland no longer have neighborhood covenants in place and are therefore governed by the ordinances of the City of Savannah and Chatham County. The city and county are in the process of combining ordinances into a master ordinance called the NUZO or New Unified Zoning Ordinance. As that becomes law, this page will be updated.
We have added some of the more common ordinances below for easier access and understanding;
General Information:
Golf Carts: The rules for golf carts in neighborhoods in Georgia were undergoing many challenges and changes. As of this date golf carts are NOT LEGAL. Due to the limited number of carts in the area, KPCA will not be involved in requesting special dispensation for the community.
Yards: Homeowners and renters alike are expected to keep their yards well maintained and clutter free. Yards must be mowed regularly and debris must be removed and placed at the curb for pick-up. Trash cans, storage containers, materials, etc., must be stored neatly in the carport.
Please Note: KPCA cooperates with the City of Savannah's Property Maintenance Inspectors, but we do not make the rules! Neighbors can and will be cited for non-compliance which could include a warning, a monetary penalty and can include court and costs. But remember a nice neighborhood maintains property values and has less crime.
Boats and Campers: Boats and campers may be parked on the driveway or within 5 feet and parallel to the driveway.
Pets: Nuisance pet noises are those that last consistently for over a ten minute period or intermittently for over a half-hour period regardless of the time of day. A dogs barking is not a nuisance if they are barking at an intrusion to their property. Tethering of animals is prohibited.
PLEASE REMEMBER TO PICK UP AFTER YOUR PETS!
Cars: Cars must be parked on the driveway. If additional parking is needed a car can be parked parallel to the existing driveway and no more than 5 feet away from that driveway. You cannot park cars on the lawn or across the lawn except as above. Also, car sales are prohibited except for personal vehicles and then no more than 6 per year, and never more than 2 at a time.
Garage sales: Must be between the hours of 7AM and 7PM, not to exceed 3 consecutive days and cannot be held more than 6 times in a 12 month period.
Portable Storage Unit. eg PODS; Must be on-site, not in roadway, limited to I unit in a 180 day period for no more than 30 days. No shipping (cargo ship style) containers are permitted.
Noise: Residents are entitled to the peaceful enjoyment of their homes. However, certain noise producing activities are allowed, yard equipment can be operated from 7AM until 10 PM. Sound equipment for outdoor functions such as parties can be used from 9AM until 11PM. (be a good neighbor and inform those nearest you about any louder than normal anticipated events)

The following outdoor watering schedule now applies for all of Chatham County:
Odd numbered addresses may use outdoor water only on Tuesdays, Thursdays and Sundays.
Even numbered and un-numbered addresses may use outdoor water only on Mondays, Wednesdays, and Saturdays;
The use of outdoor water is not permissible between the hours of 10AM to 4PM, and NO watering is allowed on Fridays!
